Antony Chiang
Antony, Principal at Courage Housing, brings proven leadership from serving as Founding CEO of Dogwood Health Trust, a $1.5B endowment focused on health equity, and as Founding President of Empire Health Foundation, managing $70M annually. He drives Courage Housing’s mission to develop affordable multifamily housing for new Americans, partnering with nonprofits and public agencies to build vibrant, inclusive communities that address the housing and refugee crises with purpose.
Antony’s work with diverse communities shapes his culturally sensitive approach. Through founding three social enterprises, including LiteracyPro Systems and Altrue/Biotrue, he leveraged data and technology to empower underserved populations, from at-risk youth to global NGOs. His leadership in developing hundreds of market-rate and affordable housing units, such as the 89-unit Millennium Monroe project, blends financial acumen with innovative urban design to catalyze walkable districts. These experiences, paired with his national recognition in philanthropy, fuel his expertise in managing investments, modeling real estate development, and delivering equitable solutions.

Antony’s career includes roles like Vice President at TechSoup Global, where he administered $2.4B in technology donations, and board service at Grantmakers in Health and Independent Sector. A recipient of the HUD Secretary’s Award for Public-Philanthropic Partnership, he’s also a frequent keynote speaker and a dedicated volunteer literacy tutor. In his spare time, he enjoys exploring new coffee roasters. He holds a JD from Stanford Law School.

Robert Foster
Robert, Managing Director of Courage Housing, brings proven expertise from structuring a $2.1B housing deal as Executive Director of AMP, a State Department initiative partnered with the World Bank, The Rockefeller Foundation, and Fortune 100 companies. He leads Courage Housing’s mission to develop affordable multifamily housing that supports new Americans, working closely with resettlement nonprofits and public agencies to create welcoming, sustainable communities that address the housing and refugee crises.

Fluent in Portuguese, French, and Spanish, Robert’s global work shapes his culturally sensitive approach. In Madagascar, he structured impact investments to tackle child marriage, collaborating with local leaders to channel capital effectively while respecting community values. As a scientist on the Quicksilver Crossing, he conducted marine conservation research, blending data-driven precision with creative problem-solving. These experiences, paired with teaching Social Innovation at USD’s School of Business, drive his ability to manage investments, model innovative real estate projects, and deliver solutions that resonate across cultures.
His career includes roles like COO of ZipCap, a financial technology startup, and board service at USD’s Kroc School of Peace Studies and Kids Included Together. An Eagle Scout and Cub Scout Cubmaster, Robert also enjoys hosting fine chocolate and port tastings for friends and colleagues. He holds an MSc from Oxford University.
